Charlotte-Mecklenburg Storm Water Services just launched an app that allows users to report creek pollution. Users can submit pictures of stream and lake pollution so that it can be investigated, stopped and cleaned up.

Definitely recommend the iFixit app for access on how to repair a range of consumer products yourself. The website allows you to purchase spare parts and tools, but these are also available through other routes such as computer auction websites if you prefer to get them that way. You can also add your own repairs to contribute to the community.
