Tomando acción climática: Las enfermeras atienden a los pacientes en sus comunidades

Los trabajadores de cuidado de salud se esfuerzan día a día para ofrecer el mejor cuido a sus pacientes. También están viendo tormentas, inundaciones y fuegos forestales más frecuentes que ponen en riesgo las vidas de las familias.

Es por eso que el Plan de Acción Climática del Presidente da instrucciones a la EPA para tomar pasos sencillos de sentido común para limitar la contaminación de carbono nociva que genera el cambio climático de una de nuestras principales fuentes—las centrales eléctricas.

Nuestra nación ya ha limitado contaminantes como el mercurio, el azufre, y el arsénico, pero en la actualidad no hay límites para la contaminación de carbono. El Plan de Energía Limpia reducirá la contaminación de carbono por 30% para el 2030 y reducirá el smog y el hollín también producidos por estas centrales. En solo el primer año de entrar en vigor las normas, evitaremos hasta 100,000 casos de ataques de asma y 2,100 ataques cardíacos y esos números continuarán subiendo a partir de ahí.

Las enfermeras saben que el padecimiento más fácil de curar es aquel que nunca se desarrolla—y como profesionales de salud a quien confiamos, las 3 millones de enfermeras en este país pueden tener un gran impacto en sus pacientes y comunidades. Ellas saben que al abordar el cambio climático ahora, protegeremos la salud de los estadounidenses hoy y la salud por generaciones futuras.

A Call to Public Service: Civil Rights and Environmental Justice

As a child growing up in the 1950s in upstate New York, my days were filled with school, baseball, and playing in the woods. In my early years, I was mostly unaware of the broader social issues of the time.

Coming of age in the ‘60s, all of that changed.

The 24-hour news cycle didn’t exist yet, and it took more effort to keep up with current events back then. But as a young teenager, I began to pay more attention—and in 1963 the world came crashing in. The March on Washington, Dr. Martin Luther King’s speech, and President Kennedy’s assassination suddenly made me aware of a greater struggle beyond the world I knew.

As I started high school, I tried to understand how these events fit together—but I couldn’t comprehend why, in the United States of America, it was a struggle to pass a law to assure equal rights. But justice finally prevailed and the Civil Rights Act passed in 1964.

Like the civil rights movement, the environmental movement was made up of ordinary people who faced injustice and focused public attention to confront it. Unbearable smog in Los Angeles and a burning river in Ohio were a wake-up call to Americans that pollution threatens our health, and that we have a responsibility to fight it.

Our nation’s major environmental laws were passed in the early 1970s, but they too were a struggle, with many critics claiming they would kill the economy.

Now, as we celebrate the 50th anniversary of the Civil Rights Act, hindsight helps us appreciate where these years of struggle have led. As I got older, I came to understand that any problem worth tackling is difficult in the moment—but that we should do things not because they are easy, but because they are hard.

Civil rights and environmental protection were hard-won out of the same desire for a stronger, more equal America. Both have transformed our nation for the better. Today, the air in Los Angeles is breathable. Fish swim again in Ohio’s Cuyahoga River. And despite the naysayers, the U.S. has cut air pollution 70 percent since 1970, while GDP has tripled.

But there’s still more work to do.

We have less pollution than we did in decades past, but the benefits of our collective cleanup are still unequal. Poor and underserved communities are still unfairly impacted by pollution—leading to illness and missed days of school and work that disadvantaged families can’t afford. Whether it’s smog that causes asthma, toxic chemicals that foul our water, or carbon pollution that fuels climate change, our job is to right that wrong.

That’s where civil rights and environmental protection converge today, and it’s why EPA’s commitment to environmental justice is so important. This summer, our country took a huge step forward. Although we limit pollutants like mercury, sulfur, and arsenic, currently, there are no limits on carbon pollution from power plants, our nation’s largest source. Under President Obama’s direction, the EPA’s proposed Clean Power Plan will cut carbon pollution from power plants 30 percent by 2030. At the same time, we’ll cut other dangerous pollutants like particulate matter, nitrogen oxides, and sulfur dioxide.

During this 50th anniversary year of the Civil Rights Act, we must recommit to justice in all its forms, and for us at EPA, this means making sure everyone has equal access to the benefits of our work, regardless of who they are or where they come from. I know our team is up to the task.

Acting on Climate Change: Nurses Managing Patient Care in their Communities

Health care workers strive day in and day out to provide the best care for their patients. Yet too many Americans are still exposed to air pollution, which can lead to illnesses like asthma. Carbon pollution from power plants comes packaged with other dangerous pollutants like particulate matter, nitrogen oxides, and sulfur dioxide, putting our families’ health at risk. Rising temperatures from climate change bring more smog, more asthma, and longer allergy seasons—and the elderly, children, and the infirm are most vulnerable.

That’s why health practitioners like, the nurses with Alliance of Nurses for Healthy Environments (ANHE), have such an important role to play in managing environmental risks that impact human health. EPA recently took part in a briefing hosted by ANHE and spoke with nurses about mentorship opportunities through the Asthma Community Network and the EPA Breathe Easies asthma education campaign – a great resource for school and pediatric nurses.

Modeling Fish on the Move

How many places have you lived? Why did you move? Personally, I have lived in eight different places because of school and jobs. Other people move to find better opportunities, like housing or a place to raise their children.

Fish are sometimes forced to move as well. But, unlike you and I, fish cannot just get up and move across towns, states, and countries. They have to move across their own river networks to maximize survival.

For fish, the availability of sufficient spawning and rearing habitats can strongly influence the productivity of an entire river network. Fish also move based on certain environmental drivers like warming temperatures, and human activities such as land development, building of dams, and changes in stream channels, which can contribute to water pollution or alter fish habitat. Additionally, fish are affected by their interactions with other species. When different species interact, they can compete for resources or have a predator-prey relationship.

To fully understand fish in their changing environment, EPA researchers created a model that simulates groups of fish in river landscapes. This model helps determine how fish populations reproduce, move, and survive in response to both environmental drivers and species interactions. It is designed to help EPA assess the impacts of land development on fish assemblages, and better understand how these impacts may be intensified by climate change.

The researchers studied how Chinook salmon (Oncorhynchus tshawytscha) respond to steepness of the stream channel, flow, and temperature in the Willamette River basin of Oregon. This region is important to study because it is expected to experience substantial rises in human population and water demand over the next 50 years. The model, which can be applied to any watershed, helped create a map of the salmon’s abundance and distribution in the Willamette River basin. To capture species interaction, scientists also modeled the abundance of another fish, the northern pikeminnow (Ptychocheilus oregonensis), a native predator and competitor of Chinook salmon.

Afterwards, researchers modeled both species together, accounting for projected effects of competition and predation. They found that species interactions and temperature affect both Chinook salmon and northern pikeminnow. The results show species distributions throughout the basin and their projected responses to future stressors such as climate change, water consumption, and hydropower management.

Not only will EPA’s model help construct a map of fish on the move, but it will help inform the science used to develop water quality regulations and trading, help prioritize restoration, and advise management decisions.

Unless you enjoy working in hot, cramped attics, it’s best to just pour yourself a cool drink and call a contractor to properly seal air leaks and add insulation to your attic during the summer. Insulation contractors have all the equipment and experience to do the job right and do it much quicker than you can. Let them do the hard work. Your job is to find a good contractor.

Shop Around – Selecting a Contractor

As with any home improvement project, you want to make sure you’re getting a good price and that the work will be done right:

– Check with your electric utility or state energy office to see if they offer incentives for improvements or have pre-screened program contractors. (See www.dsireusa.org or www.energystar.gov/dime for lists of incentives)

– Get several estimates from contractors (know the square footage of your attic).

– Make sure the contractor is licensed and insured in your state.

– Ask if the crew chief is certified to do insulation work.

– Ask how the contractor will keep your house clean during the work.

– Make sure the contractor understands you want attic holes and gaps sealed before any insulation is added. If they do not agree to “seal before insulating,” call another contractor.

Make Sure the Job’s Done Right – What to Look For

When hiring a contractor, make sure that you clearly understand the work they’ll be doing. Don’t hesitate to ask questions before the contractor starts, and stay involved throughout the process. Here are some tips to keep in mind:

– Contractors should seal air leaks in the attic floor before adding insulation. It’s much easier to seal first to ensure you get the full performance out of your insulation.

– If you have air ducts in the attic, make sure contractors do not step on or damage them.

– Burying any ducts on the floor in insulation is OK to do – it can even improve efficiency. Just make sure the ducts are well sealed first.

– Unless your old insulation is wet, moldy, smelly, or contains animal waste, contractors can just add new insulation on top. It is usually not necessary to remove existing insulation.

– Most contractors use blown-in, loose fill insulation for attic floors, which is quick and easy to install with the right equipment. Typical materials include fiberglass or cellulose – both contain some recycled content (glass or ground up paper) and are inexpensive and safe. If traditional insulation rolls are used for the attic floor instead, be sure that it is “unfaced” (no foil or paper backing needed) so moisture does not get trapped.

– Any project estimate should also include installing insulation baffles (rafter vents). This ensures that as you add insulation, soffit vents (which allow outside air to enter the attic) are not blocked and your attic has proper air flow.

– If you have older recessed light fixtures (can lights) that stick up into the attic floor, the contractor should cover and seal them before installing insulation using specially designed covers that are available at most home improvement stores.

– Contractors should also seal the chase (hole) in the attic around the plumbing vent pipe.

– It’s also important to weather strip and insulate the attic hatch or door. There are several off-the-shelf products available for standard-sized openings.

– EPA recommends having a professional contractor conduct combustion safety testing before and after any air sealing, as this may affect the drafting of any combustion (oil or gas) appliances in the house.

Finally, tell the contractor that you expect documentation at the end of the job to show how much insulation has been added and what the new insulation R-value is for your attic. When it’s done, take a picture and compare it to the pictures you took earlier to see the improvement. Then, you can sit back and enjoy the rest of your summer knowing your home is more comfortable and efficient.

Science for Sustainable and Healthy Tribes

Untitled-1Last week I signed the Policy on Environmental Justice for Working with Federally Recognized Tribes and Indigenous Peoples, which clarifies how EPA works with federally and state recognized tribes, indigenous community-based grassroots organizations, and other indigenous peoples to address their environmental and public health concerns.

American Indian communities have been inextricably tied to the natural environment for generations. From cultural identify to sustenance, many of those unique traditions endure. That’s why I’m so excited about the six tribal environmental health research grants to tribal communities and universities that we recently announced.

EPA is proud to have a long and rich history of supporting environmental and public health protection for all communities. These EPA supported grants will increase our knowledge of the threats posed by climate change and indoor air pollution, while incorporating traditional ecological knowledge to reach culturally appropriate and acceptable adaptation strategies to address these threats.

There is a unique need for tribal-focused research to identify those climate-related impacts and to reduce associated health and ecological risks. EPA has been actively engaged in supporting such research, and I’m thrilled EPA is providing grants to further that work. The grants will support the study of the impacts of climate change and indoor air pollution on tribal health and way of life. Grantees include:

  • The Alaska Native Tribal Health Consortium located in Anchorage, Alaska will be looking at ways to assess, monitor, and adapt to the threats of a changing climate to the sustainability of food and water in remote Alaska native villages.
  • The Swinomish Indian Tribal Community in La Conner, Washington will be examining coastal climate impacts to traditional foods, cultural sites, and tribal community health and well-being.
  • Yurok Tribe in Klamath, California will be identifying, assessing, and adapting to climate change impacts to Yurok water and aquatic resources, food security and tribal health.
  • Little Big Horn College in Crow Agency, Montana will research climate change adaptation and waterborne disease prevention on the Crow Reservation.
  • The University of Tulsa in Tulsa, Oklahoma, will examine ways to improve indoor air quality and reduce environmental asthma triggers in tribal homes and schools.
  • The University of Massachusetts-Amherst in Amherst, Massachusetts will measure indoor air quality in tents as related to wood smoke exposures and identify potential health risks in remote subsistence hunting communities in North America.

The health of our communities depends upon the health of our environment. These grants will help build prosperous and resilient tribal communities both now and for future generations. Like the enduring memories of my tour of the Standing Rock Sioux Reservation and tribal environmental program in North Dakota, they will have an impact long after my service as EPA Administrator.

Protecting Americans’ Health at the Beach

You may have read my post on July 3 about EPA’s work to protect swimmers at America’s beaches. Protecting public health is a top priority for EPA, and I want to let you know about an updated guidance document we recently published to support this priority. We developed the National Beach Guidance and Required Performance Criteria for Grants, 2014 Edition to help state, territorial and tribal governments do a better job at keeping beaches safe for swimming. We worked with these partners to make sure that the guidance included workable requirements while also better protecting the health of beachgoers.

Putting in Place Safer Standards for Recreational Waters

There are 38 states, territories, and tribes on our coasts or around the Great Lakes that are eligible for federal grants under the Beaches Environmental Assessment and Coastal Health Act (BEACH Act). Since 2001, EPA has made available nearly $130 million to help those governments monitor recreational waters and notify the public of beach advisories or closures. In order to receive the grants, eligible governments must meet the performance criteria we establish.

Rain is Natural, But Run-Off is Not

While we know that forests, meadows, and other plantings help slow the flow of rainwater and filter out pollutants, some towns (including mine) still have zoning laws prohibiting homeowners from replacing impermeable surfaces with vegetation.

These ordinances may not make the most sense from an environmental standpoint, but they can inspire homeowners to get creative about adapting impervious surfaces around the house to absorb rainfall and prevent polluted run-off.

For example, in my case, I realized that putting plants on top of an impermeable surface, mimicking more natural ground cover, could make a real difference. The daylilies and ivy we now have in our parking area are helping to soak up rain before it becomes run-off.

When rain falls onto impervious surfaces that have pet waste, leaked oil, and lawn chemicals, they transport that polluted run-off to local creeks and rivers. By keeping the rain from contacting the pollution on land, or slowing down the movement of polluted stormwater, we give our local waterways a better chance of staying healthy.

The Virginia Cooperative Extension has crunched the numbers on how much runoff a medium-size house and lot in Virginia could generate, and they might surprise you.

They found that a 1,600 square foot roof and 750 square feet of driveway and sidewalks results in a total of 2,350 square feet of impervious surface. With just a half-inch of rain, more than 700 gallons of water would run off – enough to fill about 15 bathtubs! During a bigger or longer storm event, even more rain would turn to run-off.

There are even more ways to keep rain from turning into polluted run-off. Around your home, you could build a rain garden; install permeable surfaces; sweep your driveways and walkways; pick up litter; and fix oil and antifreeze leaks from automobiles.

As for me, I plan to install a rain barrel to help capture rainwater to reuse in my yard. Keep an eye out for local rain barrel workshops in your town: these workshops explain how to construct a rain barrel from a plastic 55-gallon drum, so you can use the water it collects to water plants.

Hip Hop is Acting on Climate!

We have students. We have celebrities, recording artists, and cultural influencers. We have academics and experts. And we have activists and community leaders. We even had the EPA Administrator. They all are working together to act on climate, to demonstrate that communities of color across this country want common sense climate solutions.

Untitled-1This past spring the Hip Hop Caucus organized the “Act On Climate Campus Tour” that visited Historically Black Colleges and Universities (HBCU) and African-American neighborhoods around the country. Armed with the knowledge of the disproportionate life-threatening impacts of carbon pollution on our communities, African American communities have joined the call for climate action. From people, particularly poor African Americans, drowning in the aftermath of Hurricane Katrina, to our elderly passing away in the extreme heat waves in Chicago over the recent summers, to the homes and small businesses destroyed in our communities in the wake of Super Storm Sandy, the devastation and destruction of increasingly extreme weather caused by climate change is getting worse and more dangerous before our eyes.

As champions of health issues, the Hip Hop community knows that in the African American community we suffer disproportionately from higher rates of asthma and other respiratory and heart related diseases as well as cancer. We live closer to sources of carbon pollution, like power plants, which can be a major contributor to higher rates of morbidity and mortality. These proposed standards from the EPA would decrease pollution that is causing illness and death in our neighborhoods.

There is no doubt that the cost of life, the cost of health, and the economic cost of natural disasters and increasingly expensive energy and food, all which disproportionately impact communities of color, makes it imperative for us to act on climate. Short term and long term, these carbon pollution standards are good for African American communities. They will create jobs, save money, and protect public health.

Untitled-2The tales of energy rate increases by those who oppose these standards are wildly speculative. More importantly, they only tell one part of the story, because they do not account for the cost to communities of color of not implementing these standards. There is great economic cost of inaction. We are already paying more for air conditioning in a warming world. We are paying more for water and food produced in times of drought, and we are paying more for the cost of rebuilding after increasingly violent natural disasters. Curbing climate change through these power plant standards will also curb these cost-of-living increases that our communities are already experiencing.

Further, the speculative claim that our communities will suffer job losses if the proposed standards are approved do not account for the economic benefit from resulting job creation through green innovation. Every dollar put into clean energy creates three times as many jobs as putting that same dollar into fossil fuels.

This is a moment for great leadership. I know the Hip Hop community will continue to lead the fight and use our voices and talents in our great and continuous struggle in this country for freedom, for civil rights, and for access to economic opportunity and livable communities.

30123_393410242986_2746148_nThat is why the Hip Hop community must lead and must act to curb the impacts of climate change that our communities are suffering from now. Our success in getting young people, particularly young people of color, involved with environmental issues is because we harness the mass appeal of Hip Hop and the power of cultural expression to engage and mobilize collective action to affect change. For young people in urban communities, the Hip Hop Caucus provides an entry point to get involved that is fun and familiar. We frame the issues in relevant ways to mobilize our communities to action and we take a holistic approach to community empowerment. Ultimately, we exist for the collective of young people who are not drawn to traditional campaigns or organizations, but who need and want the knowledge, tools, and resources to become a recognized force that has the ability to effect change in this country and around the world.

This week, the EPA is holding public hearings across the nation to give people an opportunity to present data, views or arguments about the Clean Power Plan that we’ve spent months fighting for. These hearings are the most important event in our movement at this time in our fight for clean air and clean water. It is critical that people of color communities engage on this subject, whether they have attended in person or submit a public comment.
