		<description><![CDATA[Living in Florida, disaster preparedness is exclusively focused on reaction, not proaction.  We have our evacuation and shelter plans, our awareness programs, and our response teams well established.

But most Floridians have never experienced a real hurricane, and they are sadly complacent.  

We have lulled ourselves into the &quot;it won&#039;t happen here&quot; philosophy.  Coastal construction remains unchecked and flood ways continue to be filled for new development.

The clock is ticking....]]></description>

		<description><![CDATA[I am in Mission Viejo in southern California.  We have a strong emergency response system.  The City does an Emergency Preparedness Academy once a quarter or so for the citizens.  We have a program called AlertMissionViejo which is part of AlertOC emrgency notifications and information on evacuationorders, evacuation centers, and routes by phone or TTY machine.  There is also a registry kept at the senior center on frail elderly and disabled persons who wouyld need help in evacuating.  In an emergency, all the city employees are subject to call out to deal with it.  The City works closely with the Orange County Fire Authority, Orange County Sheriff&#039;s Department and neighboring towns to create and practice disaster plans.  We also are making sure our disabled community is part of the planning process and providing trainings on how to deal with an emergency and how to prepare an emergency kit.
