		<description><![CDATA[I work in a federal facility, and I asked my employer if it would be willing to provide charging stations for all-electric or plug-in hybrid vehicles.  One of the arguments it had against this is that under the Federal Green Challenge, my agency will appear to be using more electricity rather than less.  It is ironic that this program might be creating a disincentive for moving away from fossil fuels and toward energy independence.  Is there a way for my agency to not count electricity used for electric vehicle charging against its carbon footprint?]]></description>
